An inclusive, multi-lingual engagement for City of Whitehorse’s kerbside transition, using workshops, pop-ins, focus groups and surveys to capture diverse resident and stakeholder perspectives.


Greenshoot delivered community consultation activities as part of City of Whitehorse’s kerbside transition to a four-bin system. Over 950 people were engaged through pop-ups, focus groups and online Q&As, with over 5000 survey respondents.

The project scope included the design, development, implementation and management of Council’s Household Kerbside Transition Plan community consultation and reporting back on outcomes and learnings. The audience for this consultation including residents’ living in single-unit dwellings and multi-unit dwellings, the Chinese community, Councillors, relevant community organisations and businesses.

Greenshoot developed a community engagement plan that includes recommendations of appropriate community engagement methods. Our team facilitated engagement workshops, focus groups, drop-in sessions and surveys to engage key stakeholders.
