The Federation of Victorian Traditional Owner Corporations (FVTOC) Indigenous Business Sector Growth Potential project, supported by the Department of Jobs, Skills, Industry and Regions (DJSIR), explored economic growth opportunities for Traditional Owner Corporations (Corporations) in Victoria. SGS Economics and Planning engaged Greenshoot Consulting on behalf of FVTOC to lead engagement with Corporations' CEOs and representatives, identifying constraints, priorities, and opportunities to accelerate economic growth for Corporations. The project focused on business development, wealth accumulation, and sustainable employment.

Greenshoot Consulting assessed current economic activities, constraints, and future opportunities through interviews, surveys, and forums with Corporations' CEOs and representatives. This work laid the foundation for further economic analysis, including an Investment Logic Mapping (ILM) and Cost-Benefit Analysis process, and provided contextual information for two subsequent FVTOC projects: a roadmap for accelerated development and recommended interventions to support Corporations and relevant enterprises in realising their economic potential.
